History
The University of Minnesota, chartered in 1851, established General
College in 1932 as an open admissions college to study and serve bypassed,
neglected, and nontraditional students. In 1965, the Upward Bound
program was established at General College. Upward Bound provides
educational and other supportive services to area high school-age
youth in order to further promote academic skills and personal, social,
and cultural relationships. Youth Community, a residential treatment
program was established in 1970 to help meet the behavioral and mental
health needs of area youth. In 1977, University Day Community was
established in response to a need for a comprehensive program that
was able to provide an array of services to area youth, families,
and other service organizations. |

Funding
Major funding is
provided through private insurance, Minnesota Care, medical assistance, and
Hennepin County. Additional financial and in-kind support is
provided by the University of Minnesota's General College,
Minneapolis Public Schools, various other metropolitan school districts, federal Work-Study program, and
contracts for service. |
